The Census Bureau's CQA program established a two-tier Call Center as a Service (CCaaS) to answer questions from census respondents and provide aid. The system required flawless automation, data validation, and communication with databases and USCB agents — all running without error to accurately count the entire U.S. population.

Coordinating five independent vendors — each operating with different technology stacks, development methodologies, and release cadences — compounded the complexity. Data validation had to scale to 143 million households, verifying records in near real-time against authoritative Census Bureau databases while maintaining strict data integrity standards across every system boundary.
