CMS needed to track and report healthcare quality metrics across more than 1 million providers nationwide. The existing systems struggled with the volume of data, evolving compliance requirements, and the complexity of coordinating releases across a large multi-vendor ecosystem supporting Healthcare.gov.

At the core of the challenge was the need to establish consistent quality measurement standards across multiple healthcare programs — including Merit-based Incentive Payment System (MIPS), Hospital Quality Reporting, and the Quality Payment Program — each drawing from disparate data sources with different schemas, validation rules, and submission timelines. Without a unified approach, CMS risked inconsistent reporting that could affect provider reimbursement and program integrity.

Automated Delivery Pipeline

We built scalable reporting systems with automated data pipelines and a configurable compliance rules engine — enabling CMS to adapt to changing quality standards while compressing release cycles from 6 months to just 6 weeks through DevSecOps best practices. Our multi-vendor DevOps integration established shared CI/CD pipelines, automated regression testing, and coordinated release automation across all vendor teams — ensuring that every deployment was validated end-to-end before reaching production.
