The National Archives needed to modernize the Electronic Records Archives (ERA) system — the digital repository for America's most important historical documents, from the Declaration of Independence to presidential records. The legacy system stored records in hundreds of different electronic formats accumulated over decades, including obsolete file types that required specialized handling to preserve long-term accessibility. Any migration error risked permanent loss of historically significant documents that are irreplaceable.
