The Census Bureau's CQA program established a two-tier Call Center as a Service (CCaaS) to answer questions from census respondents and provide aid. The system required flawless automation, data validation, and communication with databases and USCB agents - all running without error to accurately count the entire U.S. population.

Coordinating five independent vendors - each operating with different technology stacks, development methodologies, and release cadences - compounded the complexity. Data validation had to scale to 143 million households, verifying records in near real-time against authoritative Census Bureau databases while maintaining strict data integrity standards across every system boundary.

The system processed up to 500,000 records per day through automated validation pipelines, with real-time data exchange enabling the Census Bureau to monitor questionnaire assistance progress and adjust operational strategies on the fly.
